A bootlegger was someone that transported, made, or sold liquor illegally. Speakeasy which was a saloon or nightclub that sold alcoholic beverages illegally. Anything with more that 1% alcohol was illegal. Plenty of gangster took advantage of the profits that could be made by smuggling alcohol. Paying off anyone who would try to stop them, gangsters smuggled in alcohol and profited from other organized illegal activities such as gambling and prostitution. The gangsters managed to evade the police and steal millions of dollars.
